Meet the Effingham Health System Senior Leadership Team.

Norma Jean Morgan, CNHA, FACHCA

Chief Executive Officer

Ms. Morgan has been the CEO of Effingham Health System since 2005. Her experience consists of over 36 years in the hospital and long term care industries. Ms. Morgan is a Fellow of the American College of Health Care Administrators, a licensed Georgia Nursing Home Administrator and a Certified Nursing Home Administrator. Currently, she serves on the Georgia State Board of Nursing Home Administrators, the Georgia Hospital Workman’s Compensation Board and the Georgia Health Care Association Board. Previously, Ms. Morgan has served on the boards of numerous professional and civic organizations. She attended Georgia Southern College.

Edward A. Brown, CPA, MBA

Chief Financial Officer

Mr. Brown, an independent contractor, has been the CFO of Effingham Health System since 2006. He has over 30 years of financial management and accounting experience, including serving as CFO and Controller of several other hospitals. Mr. Brown is licensed as a Certified Public Accountant in Mississippi. He holds a Masters of Business Administration from Centenary College, a Bachelor of Business Administration from Millsaps College and a Certificate in Accounting from Belhaven College.

James Edwards, RN

Director of Quality and Risk Manager

Mr. Edwards has been the Director of Quality & Patient Safety since 2006. He has 34 years of nursing experience. Mr. Edwards has an Associate Degree in Nursing from Armstrong College.

Victoria Little, PHR

Director of Human Resources and Executive Director of Support Services

Ms. Little has been the Director of Human Resources at Effingham Health System since 1994. She has over 30 years of administrative and supervisory experience in the healthcare field. Ms. Little is certified as a Professional in Human Resources.

Marie "Mimi" Livingstone, RN, JD

Executive Director of Clinical Outcomes
Chief Nursing Officer

Ms. Livingstone stepped into her new role as Chief Nursing Officer in 2012 while continuing as the Executive Director of Clinical Outcomes at Effingham Health System. Additionally, she has been serving as the organization’s staff legal advisor since the start of the modernization and expansion project. Ms. Livingstone received her Law degree from the University of Georgia, and is a licensed Registered Nurse in Georgia and Alabama. She has a Bachelor of Science in Nursing and she obtained her Physician Assistant Certification from the University of North Dakota, School of Medicine.

Tammy Mims

Chief Operating Officer

Ms. Mims joined Effingham Health System in April of 2011. Prior to joining Effingham Health System, Mrs. Mims was an active Respiratory Care Professional with many years of clinical experience. She has held several administrative positions in healthcare including Director of Occupational Medical Services, Vice President of CareOne and Managed Care, Senior Vice President of Hospital Operations and Vice President of Ancillary Services with Memorial Health in Savannah.

Mary M. Pizzino

Executive Director of Informatics and Quality Data Management

Ms. Pizzino has been with Effingham Health System for five years and working in the field of information management for 12 years. She has a Bachelor of Science degree in Health Information Management and prior to coming to Effingham Health System, she worked in the long term care industry. She was integral in implementing the Electronic Medical Records program for the Effingham Health System physician’s office.
